It doesn't need to be sunny, and it doesn't need to be warm, either, it just takes longer to dry. When I lived in Italy, I hung clothes outside all year round, even when it rained. We had one set of lines out in the sun, and one set that were under a overhang of the house, so that even when it rained, we could hang clothes out.




In the winter, if it was raining, it just took a couple of days to dry. We also had a set of lines in our garage, so if it rained for days on end, hanging them inside helped them dry a little faster.

The sun helps make them whiter and helps get rid of stains, but isn't necessary for drying. It doesn't have to be windy either, although I once had things dry on an EXTREMELY windy day that were so soft they felt like they'd been in the dryer (towels, no less!). So if it is windy, it may help make them softer.

I've also found that even if it's sunny & warm, if it's really humid (like our summers in Washington, D.C. tend to be!) , it takes longer to dry.
